David A. Voepel, Executive Director

Dave Voepel was named CEO in April 2018. Dave has been in the association management arena since the late 1980’s giving him extensive legislative, regulatory, and non-profit experience.  He has worked for all types of organizations including small, local groups to those with a national scope.

Before his present position, he was the Executive Director for the Illinois Health Care Association for 12 years and the National Federation of Independent Business (NFIB) for almost ten years.  At NFIB, he served as their Vice President of Political Operation in Washington, D.C.

Mr. Voepel has a bachelor of science degree in political science from the University of Illinois, Springfield. He is a Certified Association Executive (CAE) from the American Society of Association Executives (ASAE). Contact Dave at the AHCA office or via email at Dvoepel@azhca.org.

 


Catrina G. Amaro, Administrative Assistant

Catrina joined the Arizona Health Care Association December 2019, as Administrative Assistant. She assists with the day-to-day operations and reception duties. Since 2013, Catrina has taken pride in delivering optimal customer service, with experience in member service, as well as Operation Development and Human Resources at various companies in the Valley.  She is an Arizona native, who in her spare time, enjoys painting, reading, and writing.

 


Carolyn Barnard, Finance Manager

Carolyn joined the Arizona Health Care Association in January 2019 as the Finance Manager, and is new to the Long Term Care industry.  Carolyn spent the beginning of her career managing trusts and estates for Huntington National Bank and First Union National Bank.  Upon relocation to North Carolina, she moved into employee benefits with W.E. Stanley & Co as a 401(k) analyst and later as a Senior Account Conversion Manager for W.E. Stanley/BB&T.  After taking some time off to be with her children, Carolyn worked for Clark Consulting as a BOLI Analyst until coming to Arizona upon which she served as the Office Manager for a printing company.  Carolyn and her husband, Scott, are both graduates of The Ohio State University.  She graduated with a Bachelor of Science in Business Finance.  They have four children, three dogs and a menagerie of other animals.


Frank T. Caruso, LNHA, Director of Finance and Operations

Frank joined the Arizona Health Care Association on January 2, 2019, as the Director of Finance and Operations. He has served in the health care field in both post-acute/long-term care and acute care since the 1980s, in various roles including SNF accounting, SNF Administrator, Critical Access Hospital Executive roles (CFO, COO, CEO), and most recently in the role of Senior Director of Post-Acute Services. In this role, Frank recruited Medical Directors, collaborated with existing Medical Directors, served in a Physician Liaison role, developed relationships with hospitals and insurance companies, and engaged with ACOs or other alternative payment project partners.

Frank is a licensed nursing home administrator. He serves on the Board of Directors of AMSAF (Arizona Motorcycle Safety and Awareness Foundation). Additionally, in his personal time, Frank is an MSF Rider Coach (Motorcycle Safety Foundation) with TEAM Arizona, and he participates in various motorcycle demonstrations and group rides. Krysten Dobson, Director of Member Services

Krysten joined the Arizona Health Care Association in September of 2009 as the Administrative Assistant. Since then, her role has developed into the Director of Member Services which works closely with the members of the association and responsible for the management of special projects including grants, the Arizona Health Care Foundation, and oversight of the Association social media and advocacy efforts.

Krysten literally grew up in the skilled nursing profession, starting at the age of five, helping her mom who was a nursing home administrator. She then began working with a management team of facilities throughout Arizona. Krysten graduated from Arizona State University with a bachelor’s degree in political science and business. Kay Huff, Director of Quality and Regulatory Services

Kay joined the Arizona Health Care Association in June 2018 as the Director of Quality and Regulatory Services. Kay was the Team Leader of Training for the Bureau of Long-Term Care with the Arizona Department of Health Services for 13 years and a Federal and State Licensing Surveyor for two years. Kay’s responsibilities included conducting re-certification surveys and training team leaders and surveyors on regulatory changes and new survey processes.

Kay is an RN and has more than 20 years of experience in long-term care. She has served in many capacities such as Director of Nursing, Assistant Director of Nursing and Minimum Data Set Coordinator. Kay also has four-plus years of experience as a Critical Care Nurse in the Cardiovascular Intensive Care Unit.  Contact Kay at the AHCA office or via email at Khuff@azhca.org.

 


Maria Molina, Director of Education and Program Development

Maria is the newest member of the AHCA team and recently relocated to Arizona from the east coast. She is a seasoned educator and program administrator with thirteen years in the field of education. Most recently, Maria served as Program Manager of the Lang Youth Medical Program at NewYork-Presbyterian Hospital where she gained extensive experience in healthcare. In this capacity, she developed skills including curriculum design, staff development, event planning and program administration. In addition, she has served as an elementary education teacher and behavior therapist, and has experience adapting curriculum to fit the varying needs of each learner. Maria earned a bachelor’s degree in Psychology from Brigham Young University and graduated from Columbia University with a master’s degree in Neuroscience and Education.
