SNF Provider Assessment Bill (SB 1136) to be Heard in Senate Health

Please block your calendars for next Wednesday afternoon, January 28th at 2 pm at the Senate Health Committee at the Arizona State Capitol, 1700 West Washington, Phoenix. We need to fill the hearing room! Our provider assessment bill is SB 1136 sponsored by Senator Nancy Barto, Chair of Senate Health. If we do not succeed in this committee, the bill dies and the provider assessment ends. I don’t have to tell you how important this is to our financial well being. This year the provider assessment brings $64 million dollars of nursing home Medicaid funding to our state. This is the first of the important hearings we will face, and we must succeed in passage! The bill does three things –first, and most importantly, it extends the end date of the current legislation for 8 years. It also will increase penalties for non-payment, and eliminates payment for any out of state facilities- two items we needed to “fix” in the original legislation. We need a super-majority of the legislature to pass this (two thirds) rather than a simple majority of half plus one. The legislators need to see you and hear from you so that they realize the value of the bill. Do not come alone; fill your car with other staff members so we have a strong showing. I also need you to email your legislators, especially your Senator, to ask them to vote YES on SB1136. A simple note, telling your story, one or two paragraphs about why this bill is important to you is best. Also, please put in the subject line that you are a CONSTITUENT. If you do not know your legislators (especially your Senator, as the Senate is our first target) where you live or work, call us at the office and we can help. Or go to www.azleg.gov and click on the “find your legislator” section of the opening web page, top left.

There is parking across from the Capitol complex surrounding Wesley Bolin Plaza on 17th Avenue and Washington and also behind the 9 floor executive tower on 19th Avenue and Jefferson. You can also park in the DHS parking structure and walk across the street. Parking may be challenging, so leave extra time for that. You will also need to sign in your support on a computer kiosk at the Capitol unless you have an established account. The computer system is new, so it is unlikely your old user names and passwords will work if you set up an account in the past. It will be best to plan to be there around 1 pm in order to park and sign in and find a spot in the hearing room. AHCA staff will be there to greet and assist. We hope our bill will be first on the agenda, but there is no guarantee.
